Every birth and death occurring in the country is registered free of cost within 21 days of occurrence under the Registration of Births & Deaths Act, 1969. The Civil Registration System connects 2.71 lakh registration units across 36 States & UTs and issues the digital birth certificate — now accepted as a single document for school admission, driving licence, passport and voter enrolment.

    The parent statute providing for compulsory registration of every birth and death, the registration machinery from the Registrar General to Sub-Registrars, and statutory timelines and penalties.

    Provides for digital registration, appointment of the Additional Registrar General, and a single digitally-signed certificate valid for admission, driving licence, passport, voter enrolment and property registration.

    Each State/UT prescribes its own rules under Section 30 of the Act; model forms cover birth, death and still-birth reporting, name inclusion, correction and certificate issue.
